Temporary Housing Solutions

 

The need for temporary housing solutions

Through our housing related support provision funded through the Cornwall Supporting People Team we recognized a gap in previous services which has caused stress and distress to people living with HIV in Cornwall. Prior to establishing KPS Trebullom we had been involved in providing temporary emergency housing for HIV-positive people using existing services and support networks, these services and networks are designed to provide generic housing related support, not specialist support for HIV-positive people. HIV-positive people have been recognised as homeless, in need of emergency housing and placed in totally inappropriate accommodation settings, and in many cases not provided with temporary emergency accommodation at all. KPS will be able to provide a cost-effective solution and taking the pressure off the statutory authorities and their obligation and duty of care to a group of vulnerable people not currently catered for within the area.

KPS Trebullom is unique and the first integrated facility of its kind within the UK. Through our combined work over twentyfive years with people with HIV we have recognised a need not only for people to have the opportunity to come to terms with this debilitating illness but there is also a need to assist in building futures for those finding themselves combating continued stigma and prejudice together with being homeless.

KPS has established a good working relationship and partnership with Cornwall Council's Housing Departments. Particularly, since our registration and acceptance as a Crisis and Temporary Accommodation Bed and Breakfast facility.

The KPS housing related support in the past has experienced many other clients who were in need of temporary accommodation while a more permanent solution or more appropriate temporary accommodation was being sourced. KPS feels Cornwall is not an isolated case, and because KPS Trebullom is situated in the Cornwall and Devon border area it would be ideally placed to provide support and advice to organizations working throughout Cornwall and Devon with HIV-positive people their partner's, families and carers. The centre will also be a valuable resource for providing emergency temporary accommodation for HIV-positive people in dire need throughout the Southwest peninsula, and although most likely oversubscribed it would be a valuable nucleus for further growth and development in this area. We believe this model of specialist support and provision will have significant benefits for the statutory authorities in the long-term.

Services Inclusive

• Fully appointed private bedroom (twin/double) with a level access shower en-suite facility.

• 22" TV/DVD combination and coffee/tea making facilities within the bedroom.

• A small security safe within the bedroom for personal belongings. Including; A small fridge for medications.

• Bed & Breakfast.

• Crisis accommodation guests have onsite access to cooking facilities to prepare their own meals within the dining area.

• Lunch and evening meal including; refreshments throughout the day can be provided by onsite staff - Prices on application.

• Housing Related Welfare Rights Support.

• Access to the KPS Resources Library. Including; A wide range of reference books, computers and printing facilities – with WiFi connection for a guests own laptop if required.

• Onsite advice, advocacy and support from our welfare rights and benefits advisor(s).

• Level Access En-suites can be tailored to suit individual needs with adaptations if you have stricted or limited mobility.

• Cots and additional beds can be provided whereby a child and/or children are sharing a bedroom with parent(s) and guardian(s). Toys and games are also available.

 

Other Services Offered

KPS offers effective liaison with the local Department's of: Housing related support, Adult Social Care, Children's Services, Health Services and other statutory and voluntary organisations that may be a source of referrals or provide other services to service users.

Welfare Rights Advice

Advice, advocacy and support with DWP, Housing Benefits, Homelessness applications through Crisis and Temporary Accommodation Service Departments with Cornwall Council, Income Support and JSA, DLA, and related premiums.

Assisting people to access Social Fund and other grants and loans, affordable furniture and the provision of adequate support in resettlement.

Building Futures -

Training & Skills Opportunities

KPS Trebullom is able to offer short training and skills opportunities. We have access to facilitors and workshops covering; Woodworking, Pottery and Weaving and also have access to a fully working Bakery and Dairy within the the grounds of Trebullom Farm.

Support with money advice and debt management assistance. Support and assistance in negotiating with utility suppliers, landlords and private companies to manage personal debts

Client Feedback

KPS Trebullom has supported 5 people who have been homeless since we opened in April 2011.

Each homeless guest is given a feedback form to complete prior to leaving the crisis service and livimg back within the local community.

Floating Support

The confidential and empathetic provision
of housing needs and related support
services for vulnerable people living with
HIV and AIDS which achieves the objective
of improving or maintaining independence.

The service is intended to provide specialist
support particularly in times of crisis. To
enable people to assess their independent
living/life skills and to develop necessary
skills through the provision of advocacy or
referral for suitable training and support.

Effective liaison with social landlords,
homelessness services, Department of
Adult Social Care, Children’s Services,
Health Services, Youth Offending Team,
National Offender Management Service and
other statutory and voluntary organisations
who may be a source of referrals or provide
other services to service users. KPS will provide a support assessment to all those accessing this service and priority will
be given as appropriate on level of need.

This service provides
floating support to
individuals or households
requiring support because
they are vulnerable and
have a support need in
relation to living with HIV.

Those eligible to receive the service will be people who are living with HIV and have support needs, are homeless and/or at risk of losing their home, are moving on from supported housing or a family home to
independent living, and are unlikely to sustain their independence without support.

KPS have the necessary
knowledge, skills and
experience of housing related support and of
working with people living
with HIV.
